Local payroll and social security compliance in Ukraine

The country lies outside the European Union and outside the European Economic Area: the A1 certificate has no standing there. Who may run payroll in Ukraine

The answer to this question changes everything: it determines to whom you may entrust your payslips locally, and what you must ask for before signing. It has been verified country by country with the local authorities.

In Ukraine, running payroll on behalf of third parties is reserved by law to no registered profession: any company may take it on. The absence of a legal barrier shifts the checking onto you, and that is why the network itself verifies the registration, the tax and social security standing and the insurance cover of every firm before listing it.

En Ukraine, tenir la comptabilité et établir la paie pour le compte d'un tiers est une activité économique libre : il suffit que l'objet social figure au ЄДР (codes КВЕД 69.20 notamment) et qu'aucune licence ne soit requise. Seul l'audit légal suppose l'inscription au registre des auditeurs. La sélection doit donc s'appuyer sur l'ancienneté, les références et les certifications volontaires.

Payroll in Ukraine in practice

Ukraine combines a digitised tax administration with a labour law in transition, against a martial law backdrop that has introduced lasting derogations. A foreign employer must therefore read the labour code together with the emergency legislation adopted since 2022, which covers suspension of the employment contract, remote working arrangements and mobilisation situations.

The hryvnia (UAH) is the currency of pay and contractual documents are drawn up in Ukrainian. A bilingual version prepared for an expatriate does not displace the Ukrainian text, which governs. The State Tax Service of Ukraine holds a central position: it collects both personal income tax and the unified social contribution, reducing payroll reporting to a single institution.

Two levies sit on salaries, personal income tax and a military levy, both withheld by the employer. No regulated profession governs payroll here: keeping accounts and running payroll for third parties is a free economic activity, and only statutory audit calls for entry on a register.

Employing staff in Ukraine

The employer reports each employee to the tax service before they begin work. Hiring is formalised by a written order from the employer as much as by the contract, and the employment record book is now held electronically by the pension fund.

Entry in the unified state register allocates an identification code serving as both corporate identity and tax identifier, with no separate number: it is the cornerstone of any Ukrainian file, and it is public. Whether the activity requires a local entity is settled beforehand.

The contract is drawn up in Ukrainian and must state the role, remuneration and place of work. Under martial law it is prudent to address remote working, relocation of the place of performance and the fate of the relationship in the event of mobilisation.

Salary is paid in hryvnia at a minimum frequency set by the labour code. The employer withholds income tax and the military levy, computes the unified social contribution and files a single periodic return covering all of it.

No separate social certificate exists: one certificate from the tax service covers both tax and social contribution debts, with a very short validity period.

What sets Ukraine apart

Martial law legislation is the first element to absorb. It has created mechanisms with no peacetime equivalent, including suspension of the employment contract, which interrupts mutual obligations without ending the relationship. A foreign employer applying the labour code alone misses the regime that actually governs. Suspension has to be documented carefully, since it is the record that later supports the position taken.

The military levy, withheld from salaries alongside income tax, has to be configured in payroll and reported; overlooking it distorts net pay outright.

The transparency of the registers completes the picture. The unified state register and the tax registers are public, free and available online, including through a mobile application. Checking for yourself is better than relying on forwarded copies, particularly since some issuances may be delayed by circumstances.
