Switzerland is not a member of the European Union, but the agreement on the free movement of persons extends social security coordination to its relations with member states: the A1 certificate applies, and an employee moving between France and Switzerland is subject to a single legislation determined by precise rules. The Swiss franc is the currency of pay. The Confederation has several official languages, and contractual documents are drafted in the language of the canton of employment.
The dominant characteristic is institutional fragmentation. Nothing is centralised: first-pillar contributions are collected by a cantonal or occupational compensation fund, occupational pensions by a private institution chosen by the employer, accident insurance by a separate insurer, and taxation belongs to the canton.
Payroll and bookkeeping for third parties are unrestricted: no qualification and no registration are required. Only statutory audit work requires federal accreditation. The result is a country that is administratively demanding out of all proportion to its size.
The choice of the form of presence opens the file, after which the employer affiliates to a compensation fund, which handles first-pillar and unemployment insurance contributions. That affiliation then governs most of the reporting calendar.
Occupational pensions require a contract with a pension institution for employees above the entry threshold, and failure to affiliate refers the employer to the substitute institution. Compulsory accident insurance is added, taken out with the body competent for the sector of activity.
Withholding tax at source is the most distinctive payroll feature: it applies to foreign employees without a settlement permit and to cross-border workers, with cantonal scales and reporting duties specific to each canton.
No rule requires a written employment contract as a matter of principle, but one is strongly advisable, particularly to fix the notice period. Check whether a collective employment agreement applies to the activity and whether it has been extended, which makes it binding regardless of membership.
Termination itself follows light formalities, yet notice periods and protection periods are mandatory. Check as well whether the employee must be covered by daily sickness benefit insurance, which the applicable collective agreement frequently requires and which is easily overlooked when a foreign template is reused.

The absence of any single point of contact is felt immediately. An employer maintains relationships with a compensation fund, a pension institution, an accident insurer, a cantonal tax administration and a municipality. Any change of registered office renders certificates obtained in the previous jurisdiction ineffective.
Withholding tax at source then places the whole administrative burden on the employer for a substantial share of foreign and cross-border employees. Errors there are the most frequent and the most costly to correct.
The debt collection register extract, a document with no French equivalent, lists enforcement proceedings brought against a company over several years. It is routinely required in Swiss tenders and is the single most revealing item in a partnership file. Together they explain why a Swiss file contains more documents than a French one.

Each certificate must name the canton that issued it.
