The country lies outside the European Union and outside the European Economic Area: the A1 certificate has no standing there. Whether the employee remains in the scheme of origin then depends on the bilateral social security agreement, if any, concluded with the sending country; where no such agreement exists, dual affiliation must be expected and budgeted into the assignment.
The answer to this question changes everything: it determines to whom you may entrust your payslips locally, and what you must ask for before signing. It has been verified country by country with the local authorities.
In Monaco, running payroll on behalf of third parties is a regulated activity. It is carried on under the title of Expert-comptable et comptable agréé de la Principauté de Monaco, and a registration in force must be produced to you before any engagement.

Monaco is not a country like any other for a French employer. The Principality is a sovereign state with its own employment law, but it is bound to France by a long-standing social security convention that organises coordination between the two schemes and the position of employees living in the neighbouring French communes, who make up most of the Monegasque workforce.
Social protection is provided by the Caisses Sociales de Monaco, which bring together the Caisse de Compensation des Services Sociaux (CCSS) for family benefits and health insurance, and the Caisse Autonome des Retraites (CAR) for pensions. The currency is the euro and the language is French.
Two mechanisms govern access to employment. First, no hire can take place without authorisation from the Direction du Travail, which applies an order of priority favouring Monegasque nationals, then residents of the Principality and of the neighbouring communes. Second, no one may carry on an economic activity without prior authorisation from the Prince's Government, granted to named individuals. The accounting profession, finally, is organised as a professional order.
Economic activity in the Principality requires a government authorisation granted by ministerial order, issued to named persons and confined to a defined object. The question arises nowhere else in quite these terms: entry in the trade and industry register follows from that authorisation and does not replace it.
Each recruitment then gives rise to an application for a hiring permit to the Direction du Travail, the employer having first been registered with the Caisses Sociales de Monaco. It is at that stage that the order of hiring priority applies: a vacancy cannot be filled freely, and the recruitment timetable has to absorb the processing period.
Contracts are drawn up in French. Occupational medicine is provided by a dedicated office which the employer joins, membership of it being separate from registration with the funds.
The payslip shows contributions due to both funds; supplementary pension cover is most often administered by French institutions, which should be verified case by case.
The Principality levies no personal income tax, subject to the treaty regime applying to French nationals. Monegasque payroll therefore rarely carries a withholding line, but each employee's individual position needs to be examined before the first payment is made. Allowing for the hiring permit's processing time is what usually determines a realistic start date.

The hiring permit carries an order of priority with it, and that is the country's most concrete distinguishing feature. An open vacancy is not a freely fillable vacancy: the administration examines the application against priority candidates, a constraint managed ahead of recruitment rather than at the point of signature.
Monaco is treated as part of France for value added tax purposes, VAT numbers carry the French prefix, and they can be verified in the European exchange system. Treating the Principality as a third country leads to incorrectly issued invoices.
The European general regulation on personal data does not apply here. The subject is governed by Law No. 1.565 of 3 December 2024 and by the Autorité de Protection des Données Personnelles, with notification formalities that European law has abolished elsewhere.
