Who may run payroll in Bahrain

The answer to this question changes everything: it determines to whom you may entrust your payslips locally, and what you must ask for before signing. It has been verified country by country with the local authorities.

Payroll in Bahrain in practice

Bahrain sits apart from most jurisdictions a foreign employer will have dealt with: there is no personal income tax and no general corporate income tax outside the hydrocarbon sector. Bahraini payroll is therefore not about withholding tax on wages; it is about getting social insurance registration and the right to work exactly right.

Social protection is administered by the Social Insurance Organization (SIO), with which every employer must open an account, while access to employment for foreign staff is governed by the Labour Market Regulatory Authority (LMRA), which issues work permits. The Kingdom belongs to no European customs union; it is a member of the Gulf Cooperation Council and its currency, the Bahraini dinar, is pegged to the US dollar. Wages are paid in dinars by bank transfer.

Arabic is the official language of contractual documents. English is widely accepted in commercial dealings, but the Arabic text is the one that prevails before the labour courts. Finally, third-party payroll is not overseen by any professional body: it may be carried on under a commercial registration covering the relevant activity.

Employing staff in Bahrain

A work permit is issued to a registered employer, which presupposes a commercial registration covering a compatible activity: Bahrain does not allow the lasting employment of a resident worker without a local structure. A foreign company with no local presence therefore chooses between incorporating, opening a branch, or using a local employer of record.

The SIO then opens an employer account, a precondition for enrolling the employee. The scope of cover is not identical for Bahraini and other GCC nationals and for expatriate staff, so each person's nationality must be established before the first payslip is produced.

An Arabic version of the contract is required even where negotiations were conducted in English. Writing is mandatory, and the contract supports, where relevant, the permit application filed with the LMRA.

There is no income tax to withhold on the payroll. What remains is periodic social filings and the notification of joiners and leavers, wages being paid into a bank account in the employee's own name under a wage protection arrangement that allows the authorities to monitor payments.

Termination, finally, is handled as a single operation: end-of-service entitlement, accrued leave, cancellation of the permit and, for a foreign employee, the immediate consequences for the right to remain.

What sets Bahrain apart

The employee's nationality governs how social insurance applies: it does not operate identically for nationals, for other GCC nationals and for expatriates. The rules also set expectations as to the proportion of Bahraini staff, which an employer must monitor as closely as it monitors its wage costs, and over the same reporting cycle.

The work permit is not a neutral piece of paperwork. It ties the employee to one identified employer, and any change of role, entity or establishment triggers a filing with the LMRA.

Wages move through the banking system and are monitored administratively. It is also essential to distinguish the company's registration from that of each of its branches: every establishment carries its own suffix and its own activity licence, so a certificate obtained at head-office level says nothing about the branch that actually employs, and cannot be substituted for one taken at branch level.
