Angola is the only Lusophone country in this series, and its labour law, framed by a general labour act, borrows from the Portuguese legal tradition without adopting its solutions. Contractual documents are drawn up in Portuguese and payroll is run in kwanza (AOA), a currency whose movements are regulated by the central bank: repatriating funds and paying part of a package outside the country are matters to settle in advance.
The employer withholds employment income tax at source and contributes to the Instituto Nacional de Segurança Social (INSS), the single institution of the compulsory scheme, which collects both employer and employee shares.
One constraint shapes every establishment project: the duty to give nationals a place in the workforce, alongside a distinct regime for foreign employees. Professionally, accounting is practised within the framework of the Ordem dos Contabilistas e Peritos Contabilistas de Angola (OCPCA), which issues a professional card. Payslips and payroll records are produced in Portuguese.
Employing a foreign national falls under a separate regime, with a work visa, a fixed-term contract by nature and required ratios between national and foreign headcount: those ceilings should be checked before sizing a team, since they drive the recruitment timetable as much as the cost structure. The employment contract itself is written and drafted in Portuguese.
The employer identifies itself for tax with the Administração Geral Tributária (AGT, the general tax administration) and then registers with the INSS, where it also declares each of its employees.
Incorporating the entity opens the Angolan sequence, usually through a notarial deed and an official publication: the certidão comercial then sets out the corporate purpose, the capital and the managers' powers.
A payslip is issued monthly. Employment income tax is withheld at source and remitted monthly alongside INSS contributions. Working time, leave and overtime follow the general labour act and the contract. The employer also maintains a personnel return that it files periodically with the labour ministry.
Termination procedures are regulated, and the departure of a foreign employee additionally raises the treatment of the visa and of the fixed term.
Personal data protection here involves formalities with the national authority, unlike the European regime.

Angolanisation of the workforce is the most decisive feature. The law requires a proportion of national workers and regulates the conditions under which a role may be entrusted to a foreign national, which shifts the question from recruitment to the shape of the team.
Exchange control comes next. Currency movements pass through the banking circuit regulated by the central bank, and a pay policy partly denominated in foreign currency has to be built legally rather than improvised.
The personnel return filed periodically with the labour administration gives it a consolidated view of headcount, remuneration and the split between nationals and foreign staff. It is the document through which compliance with the preceding obligations is checked, and it deserves the same care as a tax return. Inconsistencies between it and the payroll are noticed.

In Angola we ask for the current professional card issued by the OCPCA to the professional who will lead the file, together with their registration number, rather than mere evidence that the company exists.
The file comprises the certidão comercial, the taxpayer card and, above all, the two no-debt certificates, from the AGT and from the INSS, which are the country's reference documents. Because access to Angolan public portals is uneven, we ask the applicant to have the professional body confirm the registration directly.
