تتابع الشبكة أرمينيا ضمن منطقة الشرق الأدنى والأوسط. وتُحرَّر كشوف الرواتب فيها بعملة AMD، وتجري المراسلات مع المكتب المحلي باللغات التالية: الأرمنية.
أما المراكز الاقتصادية التي تبحث فيها الشبكة عن مراسل على سبيل الأولوية فهي: Erevan, Gyumri, Vanadzor, Vagharchapat.
تقع الدولة خارج الاتحاد الأوروبي وخارج المنطقة الاقتصادية الأوروبية، ولا سريان لشهادة A1 فيها. ويتوقف البقاء في النظام الأصلي عندئذ على الاتفاقية الثنائية للضمان الاجتماعي المبرمة مع بلد المغادرة إن وُجدت؛ وفي غياب اتفاقية، ينبغي توقع ازدواج الاشتراك وإدراجه في ميزانية المهمة.
الجواب عن هذا السؤال يغيّر كل شيء: فهو يحدد لمن يمكنكم أن تعهدوا بكشوف رواتبكم على أرض الواقع، وما ينبغي أن تشترطوه قبل التوقيع. وقد جرى التحقق منه دولة دولة لدى السلطات المحلية.
في أرمينيا، لا يحصر القانون إعداد الرواتب لحساب الغير في أي مهنة مقيدة، فأي شركة يمكنها القيام به. وغياب الحاجز القانوني ينقل عبء الرقابة إليكم، ولهذا تتولى الشبكة بنفسها التحقق من السجل التجاري ومن براءة الذمة الضريبية والاجتماعية ومن التأمين لدى كل مكتب قبل اعتماده.
L'Arménie ne réserve ni la tenue de comptabilité ni l'établissement de la paie pour compte de tiers : n'importe quelle société immatriculée peut fournir ces services. Seul l'audit légal est une activité licenciée (loi sur l'activité d'audit, agrément du ministère des Finances). Un candidat arménien ne pourra donc produire ni carte d'ordre ni attestation d'inscription : demander à la place des références clients et une qualification individuelle reconnue (ACCA, CAP/CIPA).
Armenia has an administrative architecture few countries share: there is no separate social security body facing the employer. The State Revenue Committee collects income tax and the mandatory social payment, which applies to individuals born on or after 1 January 1974, in a single monthly return. Asking for a standalone social clearance therefore makes no sense here: the certificate confirming the absence of tax liabilities covers both sides.
The currency is the dram, a national currency with no link to the euro, and documents are drawn up in Armenian, in its own alphabet. Anything intended for a foreign head office requires translation, and anything intended for the Armenian administration requires the reverse.
One further structural point: accounting and payroll are not reserved activities. No professional body governs their provision to third parties, and only statutory audit requires a licence from the Ministry of Finance. An Armenian provider will therefore never produce a membership card, and its competence has to be assessed on other grounds.
The employee must be registered with the tax authority before work begins. That requirement is what most often catches out foreign groups accustomed to regularising after the event, and it comes on top of a precise formalism: a written contract in Armenian, accompanied by an individual appointment act.
An Armenian legal entity registers with the state register agency, which sits under the Ministry of Justice, and receives its taxpayer number in the process; that number appears on the register extract. There is no point asking separately for a tax identification certificate.
The employer then acts as collector: income tax withholding, the social payment for the generations concerned, and the military insurance levy, all remitted on a single monthly calendar. Check the form in which pay information is given to the employee, and the language in which it is given.
Two questions remain to be settled upstream. First the status of a foreign employee and, where they are a national of a Eurasian Economic Union member state, the coordination rules that govern their affiliation; second the termination route, since the permissible grounds are listed by statute and must be evidenced in writing. Both points are cheaper to resolve at the drafting stage than after the first month of payroll has run.

Having a single counterparty is the first Armenian feature. One authority, one return, one calendar. That is convenient to administer, but it is also a point of fragility, because a single late filing carries both the tax and the social consequences at once.
Armenia's membership of the Eurasian Economic Union then changes matters for employees who are nationals of other member states: the rules on affiliation and access to healthcare are not those applying to third-country nationals, which changes how a mobility package is drafted.
No regulated profession governs the service itself. There is no register, no practising certificate and no compulsory professional indemnity cover, so quality control has to rest on internationally recognised individual qualifications, on verifiable references, and on insurance taken out voluntarily. Where none of these is available, an early file review is worth more than any entry checklist.
Particularité arménienne majeure : il n'existe PAS d'organisme de sécurité sociale distinct côté employeur. Le Comité des recettes de l'État (SRC) collecte, dans une déclaration mensuelle unique, l'impôt sur le revenu et le versement social (obligatoire pour les personnes nées après le 1er janvier 1974, 5 % ou 10 % du brut plafonné). Il ne faut donc pas réclamer une « attestation sociale » séparée : l'attestation d'absence de dettes fiscales du SRC en tient lieu, et c'est la bonne pièce à demander. Le numéro fiscal HVHH figurant déjà sur l'extrait du registre d'État, ne pas exiger un certificat fiscal distinct pour l'identification. Enfin, la profession comptable n'étant pas réglementée, le contrôle qualité du réseau doit reposer sur d'autres critères que l'appartenance ordinale.

إيداع الملف لا يعني القبول، فكل طلب يُدرس على حدة. ولا يوجد حد أدنى لرقم الأعمال، والشريك المختار يصدر فواتير أتعابه مباشرة.

Armenia has no professional register to screen against, so we do not ask for documents that cannot exist. We expect the state register extract, which carries the taxpayer number, the State Revenue Committee certificate confirming no tax liabilities, and the director's identity document. Competence is assessed on the individual qualifications held within the team, such as ACCA or CAP/CIPA, on verifiable client references, and on professional indemnity cover taken out voluntarily with an insurer licensed by the central bank. References from clients with cross-border reporting obligations carry particular weight.
صِفوا حاجتكم. لم يُعتمد بعد أي مكتب في أرمينيا: ندرس الطلب ثم نعهد به إلى مكتب محلي تحدده الشبكة وتتحقق منه، أو إلى شريك في دولة مجاورة تغطي هذا الإقليم. ولا تُسلَّم بياناتكم إلا للمكتب المختار وحده.
