El país se sitúa fuera de la Unión Europea y fuera del Espacio Económico Europeo: el certificado A1 no tiene validez allí. El mantenimiento en el régimen de origen depende entonces del convenio bilateral de seguridad social que se haya celebrado con el país de salida; a falta de convenio, hay que contar con una doble cotización y preverla en el presupuesto de la misión.
La respuesta a esta pregunta lo cambia todo: determina a quién puede confiar sus nóminas sobre el terreno y qué debe exigir antes de firmar. Se ha verificado país por país ante las autoridades locales.
En Azerbaiyán, la ley no reserva la gestión de nóminas por cuenta de terceros a ninguna profesión colegiada: cualquier sociedad puede encargarse de ella. La ausencia de barrera legal traslada el control a usted, y por eso la red comprueba por sí misma la inscripción registral, la situación fiscal, la situación con la Seguridad Social y el seguro de cada despacho antes de incorporarlo.
L'etablissement de la paie et la tenue de comptes pour compte de tiers ne sont pas des activites reglementees en Azerbaidjan : aucune licence n'est requise, l'activite s'exerce sur simple enregistrement de la societe au registre d'Etat. Seule l'activite d'audit est reglementee par la Chambre des auditeurs, qui delivre le certificat d'auditeur et supervise la qualite. Faute d'ordre professionnel de la paie, la competence d'un candidat doit s'apprecier sur references clients et certifications internationales (ACCA, DipIFR).
Azerbaijan has built a tightly integrated economic administration in which a single institution handles most of the employer's dealings with the state. The Dövlət Vergi Xidməti (State Tax Service) maintains the commercial register, administers taxation and, since reporting was unified, collects social security, unemployment and compulsory health insurance contributions. For a foreign company, that concentration substantially reduces the number of counterparties.
Foreign employees engaged under a local contract are covered by the compulsory scheme on the same terms as nationals, provided their employment situation is in order.
Salaries are paid in Azerbaijani manats by local bank transfer. Azerbaijani is the language of the employment contract and of filed documents; Russian and English circulate in business dealings but carry no weight before the authorities.
No professional body governs payroll. Only audit is a regulated activity, supervised by the Azərbaycan Respublikasının Auditorlar Palatası (Chamber of Auditors), so payroll competence must be assessed on other grounds.
Registration of the employment contract in the national electronic system must precede the start of work, and it is not routine paperwork. That registration, rather than signature of the paper document, is what makes the employment enforceable; an employee at their post without a registered contract exposes the employer to a claim that is difficult to defend.
The VÖEN, issued by the tax service when the entity is registered, is the pivotal number for every subsequent filing. There is no separate VAT number: the same identifier serves throughout, which simplifies verification.
Work authorisation from the labour ministry and the residence permit are applied for together where the employee is a foreign national, the first conditioning the second, and neither should be assumed on the strength of the other.
Mandatory particulars required by the labour code, duration, the organisation of working time and leave entitlements then form the checklist for the contract itself, best worked through before registration rather than after, since it is the registered text that will be held against the employer.
Income tax and contributions are withheld by the employer and filed on a unified calendar. Confirm that the return actually covers all social levies and not tax alone.
Cessation, finally, is recorded in the same electronic system as the hiring.

Electronic registration of employment contracts is the most structurally significant feature of the Azerbaijani system. It creates a national database of employment relationships that the authorities consult directly, which makes producing paper contracts at an inspection unnecessary, but equally makes any undeclared hire immediately visible.
Identifiers, for their part, have been unified: the VÖEN serves as both company number and tax reference, and there is no separate VAT number as in European systems. A request framed in those terms will not produce a useful answer.
One point remains uncertain and we flag it as such: the existence of a standalone social security certificate, distinct from the tax certificate, could not be confirmed from an official source. We therefore consistently require that the certificate produced expressly refer to compulsory social contributions rather than relying on its heading.

Registration of the information system holding personal data with the Ministry of Digital Development is also requested, since it bears directly on where payroll files are hosted. We check finally that the firm handles electronic contract registration as a matter of routine.
