In Dominican Republic, running payroll on behalf of third parties is a regulated activity. It is carried on under the title of Contador Público Autorizado (CPA), and a registration in force must be produced to you before any engagement.

The Dominican Republic has built a social security system with three separately administered branches funded through a single flow. The Tesorería de la Seguridad Social (TSS, the social security treasury) collects contributions and distributes them between pension fund administrators, health insurers and the occupational risk branch. For an employer this means one filing but a set of provider choices to make for each employee.
Remuneration is paid in Dominican pesos (DOP) and documents are drawn up in Spanish. Employment income tax is withheld at source by the employer and remitted to the Dirección General de Impuestos Internos (DGII, the tax administration).
Professionally, practising as a contador público autorizado requires an exequátur granted by the executive and membership of the national institute for the profession. A serious payroll provider therefore relies on a named professional holding that exequátur, not merely on a firm's trading name. Those provider choices sit with the employee and are recorded at enrolment.
The employer obtains a national taxpayer number from the DGII and registers as an employer with the TSS. This is where the choices specific to the Dominican system arise: each employee must be attached to a pension fund administrator and a health insurer, and those affiliations govern entitlement.
The existence of an entity and its validity over time precede all of that. Registration in the mercantile register held by the competent chamber of commerce is not perpetual: it renews periodically, and a lapsed registration prevents valid contracting.
The employee is separately declared to the labour ministry through the personnel forms required there, a filing distinct from the TSS registration. Employing a foreign national requires a residence status carrying work rights, which itself conditions enrolment with the TSS.
Writing is not required for every employment relationship, but it is strongly advisable, particularly for foreign employees whose work permit depends on a complete file.
Payslips go out every month, tax on wages is deducted before payment, and contributions are settled through the single TSS channel.
On exit, distinguish notice, the cesantía indemnity linked to length of service, and resignation, whose consequences differ sharply and should be understood before choosing how to end the relationship.

The Christmas salary is a statutory entitlement distinct from ordinary pay and from any discretionary bonus. It is computed on the year's remuneration and enjoys a tax treatment of its own: budgeting it as an optional gratuity is a frequent mistake among foreign groups.
Termination at the employer's initiative without employee fault gives rise to notice and to the cesantía indemnity, whose cost rises with length of service. That architecture makes the chosen mode of termination far more decisive than the reason advanced.
Dominican compliance evidence is short-lived and carries a verification code. The DGII tax certification and the TSS certification can be checked online from that code, allowing a file to be validated without depending on forwarded copies. Requesting them at the start of a review usually means requesting them twice.
