The country lies outside the European Union and outside the European Economic Area: the A1 certificate has no standing there. Whether the employee remains in the scheme of origin then depends on the bilateral social security agreement, if any, concluded with the sending country; where no such agreement exists, dual affiliation must be expected and budgeted into the assignment.
The answer to this question changes everything: it determines to whom you may entrust your payslips locally, and what you must ask for before signing. It has been verified country by country with the local authorities.
In Thailand, running payroll on behalf of third parties is a regulated activity. It is carried on under the title of ผู้ทำบัญชี (Phu Tham Banchee) — comptable enregistré ; ผู้สอบบัญชีรับอนุญาต (CPA) pour l'audit, and a registration in force must be produced to you before any engagement.
La paie proprement dite n'est pas un acte réservé, mais elle est en Thaïlande indissociable de la tenue comptable, qui l'est : la comptabilité de toute société doit être assurée par un ผู้ทำบัญชี enregistré au DBD et membre du TFAC. S'y ajoute une contrainte propre au pays : les services comptables sont une activité restreinte aux étrangers par le Foreign Business Act, ce qui suppose une licence du DBD pour tout cabinet à capitaux majoritairement étrangers.
Thailand is a third country for Europe, and no automatic coordination keeps an employee attached to their home scheme. Payroll is run in baht and official documents are issued in Thai, a script that makes certified translation necessary and, depending on use, legalisation by the Ministry of Foreign Affairs for any document intended for use abroad.
Two administrations shape payroll: the Revenue Department, for withholding tax on wages, and the Social Security Office, for contributions and employer registration.
Payroll itself is not a reserved act, but it is inseparable from bookkeeping, which is: every company's accounts must be maintained by a phu tham banchee, a registered accountant enrolled with the Department of Business Development and a member of the professional federation TFAC. A further constraint is specific to the country: accounting services are among the activities restricted to foreigners under the Foreign Business Act, which means a licence is required for any firm that is majority foreign-owned.
Immigration runs in two stages, and they cannot be collapsed into one: an appropriate visa first, then a work permit issued separately by another authority. Both are tied to the employer and to the role; a change of position or employer means starting again. The sequence matters and should be planned several weeks ahead.
Everything nonetheless starts with a Thai company, since direct employment from abroad is not sustainable there. The shareholding structure then becomes a first-order question: it determines whether a foreign business licence is needed and governs access to certain sectors.
The employer registers with the Social Security Office and enrols each employee, Thai or foreign, subject to limited exceptions. A written employment contract is not always mandatory but is indispensable in practice and is best drawn up in Thai, the language in which the labour courts will rule.
Wage tax is withheld by the employer and remitted monthly, with an annual reconciliation. Social contributions follow the same monthly rhythm, to a different body.
Statutory severance calculated by reference to length of service, together with a notice obligation, applies on termination. Those costs should be provisioned from the hiring date onwards, rather than negotiated once the departure has already been announced.

Two checks shape the Thai file. The registration certificate and the shareholder list, form Bor Or Jor 5, are read together: the first gives the identity of authorised signatories, the second the distribution of capital, which determines whether a Foreign Business Licence is required. A file omitting the shareholder list is unusable.
Next, ask by name for the registered phu tham banchee responsible for the engagements: this is the local equivalent of the registered accounting professional, and their identity can be verified.
Finally, avoid the phrase tax clearance certificate, which in Thailand concerns the departure of a foreign individual rather than a company's compliance. Ask instead for the returns filed with the Revenue Department, notably the annual corporate return and the VAT returns, together with proof of payment. Read against the registration certificate, those filings give a faithful picture of a firm's real activity, where a sales brochure tells you nothing at all.

Enfin, les documents officiels thaïlandais sont émis en thaï : prévoyez une traduction certifiée et, le cas échéant, une légalisation par le ministère des Affaires étrangères.
