Local payroll and social security compliance in Guinea

The network covers Guinea within the West Africa region. Payslips there are drawn up in GNF, and dealings with a local firm are conducted in French.

The business centres where the network is looking for a correspondent as a priority are Conakry, Kankan, Nzérékoré, Kindia.

The country lies outside the European Union and outside the European Economic Area: the A1 certificate has no standing there. Whether the employee remains in the scheme of origin then depends on the bilateral social security agreement, if any, concluded with the sending country; where no such agreement exists, dual affiliation must be expected and budgeted into the assignment.

Who may run payroll in Guinea

The answer to this question changes everything: it determines to whom you may entrust your payslips locally, and what you must ask for before signing. It has been verified country by country with the local authorities.

In Guinea, running payroll on behalf of third parties is reserved by law to no registered profession: any company may take it on. The absence of a legal barrier shifts the checking onto you, and that is why the network itself verifies the registration, the tax and social security standing and the insurance cover of every firm before listing it.

What to check on the ground

Payroll in Guinea in practice

Guinea occupies an unusual position in West Africa: it is governed by OHADA law, like its neighbours, but belongs neither to the West African monetary union nor to the CIMA insurance market. The Guinean franc is a national currency whose value rests on no fixed parity, which directly exposes a pay policy designed from Europe.

French is the language of the administration, of contracts and of payslips, which lightens the translation burden while saying nothing about differences of substance. Employee social protection is handled by the Guinean Caisse Nationale de Sécurité Sociale (CNSS), with which the employer registers before hiring.

Payroll work for third parties is not a reserved activity: it falls within freedom of trade, subject to an appropriate corporate object on the register. The title of expert-comptable is protected throughout the OHADA area, although the Guinean professional body is difficult to verify from abroad, which shifts the assessment onto other evidence.

Employing staff in Guinea

Registration as an employer with the CNSS opens the social file, together with the individual affiliation of each employee.

Upstream of that, the private investment promotion agency runs the investor one-stop shop and centralises incorporation: entry on the trade and personal property credit register, then allocation of the tax identification number by the national tax directorate. The decision on local presence is taken there.

Written and drafted in French, the contract calls for two checks: that the conditions for using a fixed-term contract genuinely match the role performed, and that the prior formalities for employing a foreign national have been completed.

Wage withholding tax is operated by the employer for the tax administration, separately from social contributions and on its own deadlines. Ask precisely what form the payslip takes, how it is delivered and retained, and how variable pay and benefits in kind are brought into the calculation.

Two matters finally call for particular attention: the mining sector, which applies its own agreements and local content requirements, and termination, where procedure and severance must be documented before any decision is taken rather than justified afterwards. Repatriation of payroll archives is worth providing for in the engagement letter, since reconstituting them locally after the event is rarely straightforward.

The documents required of a partner in Guinea

The network asks 8 documents of any firm wishing to represent it in Guinea. The table gives, for each of them, the exact wording in use locally, the body that issues it and the period during which it remains admissible. These are the terms to use in an application to the local administration.

Of these 8 documents, 5 are required of every applicant and 6 have a limited period of validity, the shortest being 3 months.

What sets Guinea apart

Only partial membership of the regional groupings governs how the country reads. Reflexes acquired in Abidjan or Dakar do not transpose mechanically, particularly on insurance, since Guinea sits outside the CIMA zone: a professional indemnity certificate issued within that framework needs to be read carefully.

Online traceability, next, is weak. The investment promotion agency maintains a business directory that carries no registration value, and confusing it with the commercial register is a common error; verification here requires direct contact with the administrations concerned.

Mining, finally, structures a large share of formal employment and imposes contractual practices, pay scales and local recruitment obligations that payroll has to reflect, including for staff seconded by foreign contractors. Those requirements are found in the agreement applicable to the site rather than in the labour code alone, so the analysis has to start from the operation itself.

Points to watch in Guinea

The network in Guinea

The network opens 3 partner slots in Guinea, not one more. No firm is listed there yet: all 3 slots therefore remain open to applications.

Listed firms in Guinea

No listed partner in Guinea has asked to appear in the public directory. The contact details of a firm are passed on to the client only when an assignment is awarded.

Filing an application does not amount to admission: every request is reviewed one by one. There is no minimum turnover requirement, and the partner selected invoices its fees directly.

You run payroll in Guinea

Submit an application: we review your file, we check the documents required on the ground and we give you an answer, whether it is positive or not.

In Guinea, verification runs through direct contact rather than online portals, and we plan for that. We ask for the trade and personal property credit register extract, the tax identification number, the tax clearance and the CNSS attestation, together with the manager's identity document and criminal record extract. Professional registration, where it exists and can be evidenced, counts as a favourable factor in the assessment rather than an entry condition. Professional indemnity cover is expected in every case. Where any document cannot be verified online, we ask for the issuing office and a contact name.

You employ staff in Guinea

Describe your requirement. No firm is listed in Guinea yet: we review the request, then entrust it to a local firm that the network identifies and vets, or to the partner of a neighbouring country covering this territory. Your contact details are passed on to the selected firm alone.
