The network covers Madagascar within the East Africa region. Payslips there are drawn up in MGA, and dealings with a local firm are conducted in Malagasy and French.
The business centres where the network is looking for a correspondent as a priority are Antananarivo, Toamasina, Antsirabe, Mahajanga.
The country lies outside the European Union and outside the European Economic Area: the A1 certificate has no standing there. Whether the employee remains in the scheme of origin then depends on the bilateral social security agreement, if any, concluded with the sending country; where no such agreement exists, dual affiliation must be expected and budgeted into the assignment.
The answer to this question changes everything: it determines to whom you may entrust your payslips locally, and what you must ask for before signing. It has been verified country by country with the local authorities.
In Madagascar, running payroll on behalf of third parties is reserved by law to no registered profession: any company may take it on. The absence of a legal barrier shifts the checking onto you, and that is why the network itself verifies the registration, the tax and social security standing and the insurance cover of every firm before listing it.
Madagascar employs within a French-speaking legal culture but with its own currency, the ariary, whose value moves. A foreign company budgeting Malagasy remuneration therefore works in local currency and carries the exchange risk, unlike in a franc-zone country.
Malagasy is the official language; French remains the language of business and of the economic administration. Contracts are most often drafted in French, sometimes bilingually, and the question of which version binds the employee is best settled at drafting stage rather than in front of a court.
Social protection rests with the Caisse Nationale de Prévoyance Sociale (CNaPS, the national social welfare fund). It is not a CNSS, and the confusion with other French-speaking African countries regularly leads employers to ask for documents that do not exist. Occupational medicine is provided by inter-company health bodies which the employer joins separately. As for the accounting profession, the Ordre des Experts-Comptables et Financiers de Madagascar (OECFM, the institute of chartered accountants) protects the title and reserves statutory audit, but payroll preparation is not a closed activity: unregistered management firms handle it routinely.
Registration with CNaPS and membership of an inter-company medical service go together. Omitting the second becomes apparent at the first inspection, and each employee is then declared individually and receives an insured person's number.
Whether the company exists in the eyes of the administration turns on three documents: the extract from the trade and companies register, the statistical card and the tax card, all issued by the one-stop shop of the Economic Development Board of Madagascar. Without them the company barely exists, and they are the precondition for employing in your own name.
The occupational grade and the applicable collective agreement, set out in the written contract, then drive the payslip calculation. Check the language chosen, the particulars the payslip must show, and the treatment of overtime, which is frequently mishandled when payroll is run from abroad.
Wage and assimilated income tax is withheld by the employer and paid to the Direction Générale des Impôts on its own calendar, while contributions follow the fund's. Ask how often social returns fall due before fixing your closing timetable, and confirm who keeps the personnel records on site, since the inspectorate expects to find them locally.
Termination, finally, calls for advance analysis: grounds, procedure, notice, severance and any involvement of the labour inspectorate.
The network asks 9 documents of any firm wishing to represent it in Madagascar. The table gives, for each of them, the exact wording in use locally, the body that issues it and the period during which it remains admissible. These are the terms to use in an application to the local administration.
Of these 9 documents, 6 are required of every applicant and 7 have a limited period of validity, the shortest being 3 months. 1 of these documents exist only in Madagascar and have no equivalent in the common core of the network.

The statistical card and the tax card are renewed annually, whereas the register extract follows a different rhythm. A company can therefore hold a valid extract alongside two expired cards, a situation that immediately blocks day-to-day formalities and surprises head offices that only checked the register.
The export processing regime, widely used in textiles and in exported services, brings rules of its own, notably on working time and on the agreements that apply. It cannot be inferred from the corporate form and has to be verified case by case, on the licence itself.
Access to information, finally, remains awkward. Malagasy official portals are difficult to consult from abroad and several certificate titles cannot be checked online: direct contact with the relevant administration is the safest method here, and often the fastest.
The network opens 3 partner slots in Madagascar, not one more. No firm is listed there yet: all 3 slots therefore remain open to applications.
No listed partner in Madagascar has asked to appear in the public directory. The contact details of a firm are passed on to the client only when an assignment is awarded.
Filing an application does not amount to admission: every request is reviewed one by one. There is no minimum turnover requirement, and the partner selected invoices its fees directly.
Submit an application: we review your file, we check the documents required on the ground and we give you an answer, whether it is positive or not.
A Malagasy partner is judged first on the completeness of its administrative set: the trade and companies register extract, the statistical card and the tax card, the latter two being annual and frequently out of date. We then ask for the tax clearance, the CNaPS certificate of no outstanding contributions and the manager's identity document. Registration with the OECFM, under the title of expert-comptable et financier, is not required for payroll work but remains the clearest available signal of a structured practice; where it is absent, we look at client references and at the individual qualifications held within the team.
Describe your requirement. No firm is listed in Madagascar yet: we review the request, then entrust it to a local firm that the network identifies and vets, or to the partner of a neighbouring country covering this territory. Your contact details are passed on to the selected firm alone.
Request a provider in MadagascarMobility is rarely arranged one country at a time. The neighbouring profiles follow the same outline.
These countries account for most of the requests received: each one has, in addition to its profile, six pages devoted to a single aspect of local payroll.
The information gathered on this page comes from the registers, administrations and bodies listed below, consulted when the reference base was compiled. It is given for guidance and does not replace the advice of a professional established in Madagascar.
