The country is a member of the European Union. An employee posted from another member state remains attached to the scheme of origin under the conditions set by the European coordination regulations, and the A1 certificate issued by the institution of the sending country is the proof of this. That document is called for during on-site inspections: it is applied for before departure, never afterwards.
The answer to this question changes everything: it determines to whom you may entrust your payslips locally, and what you must ask for before signing. It has been verified country by country with the local authorities.
In Estonia, running payroll on behalf of third parties is reserved by law to no registered profession: any company may take it on. The absence of a legal barrier shifts the checking onto you, and that is why the network itself verifies the registration, the tax and social security standing and the insurance cover of every firm before listing it.

Estonia belongs to the European Union and has adopted the euro; it is also, in all likelihood, the country in the network where employment administration is the most fully digital. Every employer formality runs through online services, and the national electronic signature is the norm rather than an option: an agreement signed with an Estonian credential carries the same force as a paper original.
Social protection is not funded by contributions split between several funds but by a single employer levy, the sotsiaalmaks, collected by the Maksu- ja Tolliamet (MTA, the tax and customs board). The Sotsiaalkindlustusamet and the Tervisekassa are involved only in paying benefits. There is consequently no social certificate distinct from the tax certificate.
Wages are paid in euros. Estonian is the official language, with English very widely used in businesses in Tallinn and Tartu. Neither bookkeeping nor third-party payroll is a regulated activity: no licence is required to carry them on.
Registering the employee on the töötamise register, the employment register kept by the tax administration, must precede the first day of work. This is the Estonian formality not to miss, and it is checked automatically.
The entity question, by contrast, is less pressing here than elsewhere. Incorporation is fast and inexpensive in Estonia, and the difference in effort between registering as a foreign employer and setting up a small local structure is smaller than in most Member States.
A core set of particulars is prescribed by Estonian law, which also regulates probation, fixed-term engagements and remote work. The drafting language is agreed with the employee, but an Estonian text remains preferable as soon as a dispute becomes conceivable.
The payslip must let the employee verify the calculation, particularly the personal allowance they themselves declare to the authorities.
A single monthly return covers withheld tax, the sotsiaalmaks and additional contributions. It is filed online, and the Estonian calendar leaves little slack.
Notice, the compensation applicable to the grounds relied on, accrued leave and removal from the employment register bring the relationship to a close, that last formality calling for the same promptness as the entry and being checked in the same way.

The absence of a social security fund in the continental sense changes the reflexes. There is one collecting body, one return, one certificate. A provider who tells you two separate social certificates are needed does not know the country.
Pre-hire declaration is fully integrated into the tax system and any omission shows up at once. Beneath a very smooth surface, the employment register operates under a stricter regime than it appears to.
No filter guards the entrance to the accountancy profession: any Estonian company may hold itself out as a payroll provider. Objective markers do exist even so, namely the professional certification awarded by the Kutsekoda, verifiable by name in the qualifications register, seniority on the commercial register, and the regular filing of annual accounts, delays in which are public.
L'Estonie est le pays le plus simple à instruire du lot : registre des entreprises entièrement public et gratuit, dettes fiscales publiées en données ouvertes, et une seule administration (le MTA) pour les impôts et la taxe sociale — donc une seule attestation, pas deux. Attention enfin à ne pas confondre l'ancien portail mtr.ee avec le registre des activités économiques désormais hébergé par la Tarbijakaitse ja Tehnilise Järelevalve Amet — les services comptables n'y sont de toute façon pas soumis à notification.

We also ask for internal anti-money-laundering procedures, to which Estonian accounting service providers are subject.
