Côte d'Ivoire is the economic centre of the West African Economic and Monetary Union, and Abidjan hosts most of the regional head offices. For a foreign company it is often the entry point to an arrangement covering several countries in the zone, which makes it all the more useful to separate what belongs to Ivorian law from what belongs to the uniform regional law.

Social protection is provided by the Caisse Nationale de Prévoyance Sociale (CNPS), covering family benefits, accidents at work and pensions, and with which the employer registers before any hire. Foreign employees engaged locally are affiliated on the same terms as nationals.

Salaries are paid in CFA francs of the BCEAO zone, a currency pegged to the euro at a fixed parity, which stabilises employment costs as seen from France. French is the language of the contract, the payslip and administrative filings.

Payroll falls within a regulated activity: the OHADA model reserves third-party bookkeeping to professionals entered on the roll of ONECCA-CI.

Registration with the CNPS as an employer is the precondition for affiliating any employee. It in turn presupposes an extract from the Registre du commerce et du crédit mobilier and a tax identification number: three documents in one sequence, to be completed before the first hire.

Endorsement of the employment contract by the public employment service is the second requirement specific to expatriate staff, and it goes well beyond obtaining a residence permit. That formality conditions the lawfulness of the engagement, and it is best initiated before the start date rather than after.

The inter-industry collective agreement still shapes much of the grading structure, seniority premiums and notice periods, so the occupational category chosen in the contract deserves examination in its own right. Writing is the rule and the language is French.

Two calendars then run side by side: tax on wages and salaries, withheld at source and remitted to the Direction générale des impôts, and social contributions, which follow the CNPS's own rhythm. The payslip must itemise the components and be issued with each payment.

Grounds for termination, lastly, are distinguished with care: notice, severance and the certificate of employment do not follow the same rules from one ground to the next, and the final settlement must be documented in a form the employee can be asked to sign.

Three certificates form the set requested in every public tender and most local procedures: the RCCM extract, the tax compliance certificate from the Direction générale des impôts, and the CNPS certificate. A file containing only two of them will be returned.

The unique identifier issued by CEPICI is gradually replacing the stack of numbers held by each administration. A recently formed company will present that single number, an older one will present separate identifiers: both situations are regular and say nothing about the quality of the file.

Provided for by the 2013 statute, notification of personal data processing to ARTCI remains little observed in practice. For a payroll provider, which by its nature handles sensitive employee data, having it on file is a markedly distinguishing sign of seriousness, and one of the few available on this market.
