Benin operates under its own labour code sitting on top of the OHADA framework, which governs company forms and the commercial register. The currency is the CFA franc issued by the BCEAO and shared across the West African Economic and Monetary Union, with a fixed link to the euro. Benin payroll therefore carries none of the currency exposure that neighbouring non-franc-zone countries impose on a foreign employer.

French is the language of the administration and of the courts. Contracts, payslips and filings are drafted in French, which is convenient for a French-speaking head office but should never be read as evidence that the rules themselves are French.

Employee social protection is handled by the Caisse Nationale de Sécurité Sociale (CNSS Benin, the national social security fund), with which the employer registers before its first hire. The accounting profession is formally organised: the Ordre des Experts-Comptables et Comptables Agréés du Bénin (OECCA-Benin, the institute of chartered and certified accountants) maintains a register, and bookkeeping and the preparation of tax and social filings for third parties fall within its remit, even though payroll on its own is not a separate reserved activity.

Registration as an employer with the CNSS precedes any hiring, and the individual affiliation of the employee follows immediately.

Filing the contract with the employment services is worth anticipating where the engagement is fixed-term: duration, renewals and formalities all become appreciably heavier for a non-Beninese employee. Writing is the rule and the language is French.

There must of course be somewhere for the employment to sit. Employing on a lasting basis in Benin presupposes an entity listed on the trade and personal property credit register and holding its unique taxpayer identification number; failing that, the foreign company relies on a local employer of record, and you then need to establish exactly who holds the contract and who will carry any litigation.

Two channels, two calendars, two authorities and two distinct exposures if a deadline slips: wage income tax is withheld by the employer and remitted separately from social contributions.

The payslip, for its part, raises three questions: the particulars it must carry, the medium accepted, and how long it must be kept and remain reproducible.

How often contribution returns fall due depends on headcount, and the annual wage return sits alongside them. Exit deserves the same care as entry: notice, sums due, work certificate and deregistration of the employee with the fund.

Administrative vocabulary calls for precision. The Beninese fund issues no French-style vigilance certificate but an attestation of registration and payment of contributions, while the tax authority distinguishes the attestation fiscale, which covers filing, from the quitus, which covers actual payment. Confusing the two means producing a document that does not prove what you assume it proves.

Register extracts are obtained online and the registration number carries the RB prefix, for République du Bénin, rather than the BJ country code. A document formatted otherwise deserves a closer look.

Benin has a data protection authority, the Autorité de Protection des Données à Caractère Personnel, before which processing operations are declared or authorised. A provider handling payslips falls squarely within that scope, and the point is worth raising at the first meeting rather than at the contracting stage.
