Employing in Peru means working with an ever-present tax administration. The Superintendencia Nacional de Aduanas y de Administración Tributaria (SUNAT) does more than collect tax: it also gathers health and public pension contributions and maintains the register of employers and their workers. A Peruvian employer therefore deals mainly with one counter, which simplifies the calendar but concentrates the risk.

Wages are paid in soles (PEN) into a local bank account, and contractual documents are drawn up in Spanish. Coordination with foreign schemes does not run through a European instrument: Peru belongs to the Andean regional mechanisms, and whether a bilateral agreement covers an employee arriving from France has to be checked case by case.

One point is decisive when choosing a provider: registration with the professional body is a legal condition of practice here. The law reserves the direction of accounting and the certification of accounting records to the Contador Público Colegiado, unlike neighbouring Chile.

The employer enrols each worker in the T-Registro, SUNAT's register of employers and employees, before work begins. That is also the moment to settle EsSalud health affiliation and the employee's choice between the public ONP pension scheme and a private pension fund administrator.

The entity is a precondition for all of it. Employing directly into Peru from abroad is not a workable route: an active RUC (Registro Único de Contribuyentes) is needed, and the declared tax domicile must be genuine, since SUNAT distinguishes traceable taxpayers from the rest.

Writing is required for fixed-term relationships and for foreign employees, the latter following an approval procedure of its own at the labour ministry. A foreign national also needs an immigration status permitting work, settled before the contract takes effect. The payslip, the boleta de pago, is electronic and derives from data already reported.

Each month the employer files the PLAME, the return that settles tax withheld on salaries and the contributions due; payments to private pension funds travel a separate channel. There is no social compliance certificate: regularity is evidenced by filing and payment receipts.

Termination follows listed grounds, and the indemnity for arbitrary dismissal is the main risk item to model.

Compensation for length of service, the CTS, has no European counterpart. Twice a year the employer deposits, into a bank account opened in the employee's name and with a bank the employee chooses, a sum intended to protect them against job loss. It is neither an accounting provision nor a bonus: the funds leave the company.

The July and December gratifications come on top, together with the supplement accompanying them. As in Portugal, budgeting in twelve monthly instalments understates the annual cost.

The dual pension track completes the picture. The employee opts between the public scheme and a private administrator, and that choice determines the payment channel, the applicable rate and the counterparty: it should be documented at hiring rather than discovered at the first payroll run, since reversing an entry afterwards is troublesome.
