Lithuania belongs to the European Union, the European Economic Area and the euro area, which places the employment of an EU national under the coordination regime and removes any currency question. The country runs a very largely digital administration, where documents are obtained and verified online.

Social security is administered by the Valstybinio socialinio draudimo fondo valdyba, known as Sodra, which covers all risks and centralises affiliation, reporting and collection. It is the employer's single counterparty on social matters, while income tax falls to the tax administration.

Salaries are paid in euros by transfer. Lithuanian is the language of the employment contract and of documents filed with the authorities; a bilingual version is accepted, but the Lithuanian text governs.

Neither accountancy nor payroll is regulated: no licence, no professional body. Only statutory audit is reserved, to auditors approved by the Lietuvos auditorių rūmai, so competence in payroll has to be assessed on other evidence entirely.

No employee may start work before being declared to Sodra, and the contract must have been concluded in writing. Prior notification is the inspectorate's preferred checkpoint, and regularising it after the event does not erase the breach.

Employer registration itself can be completed without forming an entity where an EU company employs in Lithuania. It still needs to assess whether the activity carried on amounts to an establishment, which would carry further tax consequences.

Several distinct contract types are provided for by the Lithuanian labour code: the one selected is checked alongside the particulars on working time, probation, leave and notice. Whether a company or sectoral collective agreement applies is verified in the same movement.

Two reporting channels then run in parallel, one fiscal and one social, the employer withholding income tax and employee contributions. The payslip must be given to the employee and must allow the calculation to be reconstructed.

Cessation is subject to the same timing requirements as the entry declaration. The ground relied on, the notice period, any severance entitlement and payment of the final balance are reviewed together with the closing filing to Sodra, and documents evidencing the employment, issued electronically, are requested at the same time.

Full digitalisation changes how a file is assembled. The extract from the register of legal entities, tax certificates and the Sodra certificate come as electronically signed files that can be verified online; a scanned paper document offers no assurance and should be declined in favour of the original file.

Two numbers are consistently confused by foreign counterparties: the juridinio asmens kodas, the legal entity identification code, and the PVM kodas, the VAT number. They are used in different procedures and one cannot be used to verify the other.

One further distinction matters, between buhalterinės apskaitos paslaugos, bookkeeping services freely provided, and auditas, the regulated audit activity. A candidate emphasising an audit approval says nothing about its payroll capability, which must be assessed by other means, and the question is worth putting plainly at the first meeting.
