Processamento salarial em Omã: uma atividade reservada

Oman's workforce is shaped to a decisive extent by foreign employees, and that fact governs everything about payroll there. National social protection is administered by the صندوق الحماية الاجتماعية (Social Protection Fund), created by merging the former الهيئة العامة للتأمينات الاجتماعية (PASI) with the public pension schemes. Its pension cover is designed for Omani nationals and, on a reciprocal basis, for nationals of the Gulf states; a foreign employee falls under a separate arrangement built around work-injury cover and an end-of-service entitlement borne directly by the employer.

Salaries are paid in Omani rials, by transfer to an account held with a local bank, and the wage protection arrangements let the authorities reconcile actual payments against declared contracts. Arabic is the language of the administration and governs documents filed with it. Finally, providing accounting services to third parties is not an open activity: the هيئة الخدمات المالية (Financial Services Authority) licenses accounting and audit offices, and a commercial registration listing accountancy among its activities is not a substitute for that licence.

No work visa can be sponsored without a registered Omani employer. Sponsorship presumes a valid السجل التجاري (Commercial Registration) whose declared activities genuinely cover the intended role, so the choice between establishing a presence and engaging a local employer of record comes before everything else, and there is no third route available.

Labour clearance from the competent ministry, then the employment visa, then the residence card: each step conditions the next, and together they fix the date on which the employee may lawfully work, which will not necessarily match the date of arrival in the country. The proportion of national hires expected given the activity is worth establishing at the same moment, since permit decisions turn on it.

Termination, for its part, sets off three separate operations that are better sequenced at the recruitment stage than at the end: the end-of-service payment, cancellation of sponsorship and a clearance step.

An Arabic version of the contract has to be filed. Duration, pay and job title must match exactly what was declared to the authorities, and customary benefits — housing, transport, a return ticket — are better written down than left to practice.

What remains for the running relationship is the disbursing bank, the payslip format, the relationship between the wage declared to the social scheme and the wage actually paid, and the reporting calendar with the Social Protection Fund.

Oversight of the accountancy profession has moved twice: long held by the Ministry of Commerce, then by the capital market authority, it now sits with the Financial Services Authority. Licences in circulation therefore carry different letterheads, and that in itself signals no irregularity whatever.

The same thing happened on the social side. The overhaul of social protection absorbed PASI into the Social Protection Fund, and clearance certificates still circulate under both names; accept either, and look at the issue date rather than at the name of the issuing body.

Any foreign document submitted in support of an Omani file must be legalised by the Omani diplomatic mission in the country of origin. This requirement is often discovered late and weighs on the timetable of a hire as much as on the onboarding of a partner firm: it is prepared in advance, never at the moment of filing.
