تتابع الشبكة رواندا ضمن منطقة شرق أفريقيا. وتُحرَّر كشوف الرواتب فيها بعملة RWF، وتجري المراسلات مع المكتب المحلي باللغات التالية: الكينيارواندية، الإنجليزية والفرنسية.
أما المراكز الاقتصادية التي تبحث فيها الشبكة عن مراسل على سبيل الأولوية فهي: Kigali, Butare, Gisenyi, Musanze.
تقع الدولة خارج الاتحاد الأوروبي وخارج المنطقة الاقتصادية الأوروبية، ولا سريان لشهادة A1 فيها. ويتوقف البقاء في النظام الأصلي عندئذ على الاتفاقية الثنائية للضمان الاجتماعي المبرمة مع بلد المغادرة إن وُجدت؛ وفي غياب اتفاقية، ينبغي توقع ازدواج الاشتراك وإدراجه في ميزانية المهمة.
الجواب عن هذا السؤال يغيّر كل شيء: فهو يحدد لمن يمكنكم أن تعهدوا بكشوف رواتبكم على أرض الواقع، وما ينبغي أن تشترطوه قبل التوقيع. وقد جرى التحقق منه دولة دولة لدى السلطات المحلية.
في رواندا، يُعد إعداد الرواتب لحساب الغير نشاطاً منظّماً. ويُمارَس تحت لقب Certified Public Accountant (Rwanda) — CPA(R)، ويجب أن يُقدَّم إليكم قيد ساري المفعول قبل أي ارتباط.
L'iCPAR, institué par la loi n°11/2008, est le régulateur de la profession comptable rwandaise et membre de l'IFAC. Il délivre le titre de CPA(R) et un certificat d'exercice conditionnant la pratique en cabinet, cabinet qui doit lui-même être enregistré. En pratique, l'établissement de la paie et des déclarations RRA et RSSB pour compte de tiers est assuré par ces cabinets ; il existe cependant des payroll bureaux non membres, aussi convient-il de vérifier au cas par cas plutôt que de présumer le monopole.
Rwanda has one of the most digitised employment administrations on the continent. Registration with the Rwanda Development Board (RDB) simultaneously provides the tax identification number, the Rwanda Revenue Authority (RRA) issues its certificates online, and the Rwanda Social Security Board (RSSB) lets the employer generate its own compliance certificate from the RSSB platform.
Three official languages coexist, Kinyarwanda, English and French, but English now dominates commercial and administrative life. Contracts and payslips are most often written in English, something a French company still thinking in francophone terms needs to anticipate.
The currency is the Rwandan franc, a national currency with no fixed external anchor. The RSSB covers pensions, occupational risks, health insurance and maternity leave within a single institution, which greatly simplifies the map of counterparties. The accounting profession is regulated by the Institute of Certified Public Accountants of Rwanda (iCPAR), which awards the designation and issues the practising certificate that conditions work in practice, the firm itself also being required to register.
The RSSB takes the employer's registration and then the declaration of each employee, pensions, occupational risks, health insurance and maternity leave all sitting within the same institution.
RDB registration, upstream of that, produces a single certificate carrying the tax identification number: do not look for a separate tax certificate, none exists. An established firm will also hold the annual district trading licence, evidencing payment of the local activity tax.
The contract is written and the choice of language should be deliberate, with a clause designating the governing version where two are produced.
On payroll, the employer withholds wage tax for the RRA and deducts contributions for the RSSB, with separate monthly returns on closely aligned calendars. Ask what the payslip contains, how payment is made, and what supporting records are retained.
The work permit is handled through the directorate general of immigration before a foreign employee starts, and processing times determine when work can actually begin. Termination, finally, requires the grounds, notice, any severance and the issue of the service certificate to be checked, followed by closing out the departing employee's social filings. What happens to payroll archives once the engagement ends is settled in the engagement letter, not afterwards.

Documentary simplicity is the first thing to strike a newcomer. Almost everything can be verified online: registration, tax clearance, and a social clearance certificate that the employer generates itself. That shifts the review effort away from collecting documents and towards testing whether they are consistent with one another.
Registration with the national cyber security authority, imposed by the personal data protection law on controllers and processors alike, is by contrast the item most often missing from Rwandan files, even though it applies squarely to a payroll provider.
The shift from French to English in the administration has finally left different practices coexisting across generations and sectors. Fixing the contractual working language at the outset avoids later ambiguity in documents and in correspondence, and it is a question worth settling in the first contract you draft rather than in the first dispute you face.
Le Rwanda est le pays le plus simple à instruire du lot, presque tout étant dématérialisé : immatriculation au RDB, TIN confondu avec le numéro d'immatriculation, Tax Clearance Certificate sur le portail de la RRA, clearance certificate généré par l'employeur lui-même sur la plateforme Ishema du RSSB. À signaler au candidat : ne pas demander séparément un certificat d'identification fiscale, il n'en existe pas, le certificat d'immatriculation du RDB fait foi. Point de vigilance réel en revanche, l'enregistrement auprès de la National Cyber Security Authority au titre de la loi n°058/2021 est OBLIGATOIRE pour les responsables comme pour les sous-traitants et beaucoup de cabinets l'ont négligé : c'est la pièce la plus souvent manquante. Ajouter enfin, pour un cabinet établi, la patente annuelle (trading licence) délivrée par le district, qui n'est pas une pièce d'existence mais atteste du paiement de la taxe locale d'activité.

The Rwandan firm we look for is an iCPAR member, holding the certified public accountant designation, with a valid practising certificate and registration of the practice itself. Where that is absent we assess case by case, since competent payroll bureaux do operate outside the institute. The documents expected are the RDB registration certificate, the RRA tax clearance certificate, the RSSB compliance certificate and the district trading licence. We check registration with the national cyber security authority in every case, as it is frequently overlooked.
