Ethiopia offers a substantial labour market within a tightly framed administrative environment. Payroll is run in birr (ETB), a currency under demanding exchange control: foreign currency availability, repatriating funds and paying a share of a package outside Ethiopia are questions to be resolved while the budget is being negotiated, not once payroll has started.

Amharic is the working language of the federal administration and uses a script of its own; English is widely used in business, but official instruments and dealings with the authorities call for an Amharic version. The Ethiopian calendar, distinct from the Gregorian one, sets the rhythm of the fiscal year and of licence renewals.

Tax on employment income is deducted by the employer before payment, and contributions are due to the social security scheme covering private sector employees. The accounting profession is regulated: the Accounting and Auditing Board of Ethiopia (AABE) licenses the professionals and firms that offer services to the public and publishes their lists.

The operating licence governs everything else. In Ethiopia, commercial registration is not enough: an annual licence carrying an activity code must be renewed for the company to remain able to contract. Many entities appear on the register without being current on this point, and that applies to the employer as much as to its providers.

Tax identification follows, with a taxpayer identification number issued by the Ministry of Revenues and, where relevant, registration for value added tax.

The employee must be enrolled in the social security scheme for private sector employees, whose administering agency has recently been reorganised: it is wiser to ask for the receipt actually issued than to insist on a fixed document title.

Contracts are written and follow the labour proclamation, which sets mandatory particulars, probation periods and the conditions attaching to fixed terms. Employing a foreign national requires a work permit coupled with training and skills transfer obligations towards nationals, a dimension that belongs in the file.

Withheld tax and contributions are remitted each month, and the employer maintains payroll records. The tax clearance certificate, required to renew the licence, effectively structures the annual calendar.

Grounds for termination are listed, with an indemnity regime that should be provisioned from the outset.

The Ethiopian calendar is an underestimated practical constraint. The fiscal year and renewal deadlines follow a count that does not coincide with the Gregorian calendar: building a compliance plan on European dates mechanically leads to missed local deadlines.

Exchange control comes next. Access to foreign currency is administered, and a pay policy partly denominated in foreign currency requires an explicit structure validated in advance rather than an arrangement negotiated with the employee after the fact.

Verifying qualifications, by contrast, is easy and free here. The AABE publishes online lists of certified and authorised accountants and auditors: checking a firm's name directly against those lists is worth more than accepting a certificate forwarded by the candidate. Renewal dates should be recorded in the local calendar and mapped onto the group's own.
