A payslip drawn up in France is issued in EUR, in the language and in the form that local law requires. The question is not whether your software can produce a payslip: it is who, on the ground, stands behind what it contains.
Outsourcing payroll in France calls for three prior checks: that the firm is authorised to practise, that it is up to date with its own tax and social security obligations, and that it is insured for the errors it might make. The network verifies these three points before any listing, on supporting documents rather than on statements.
France is the network's home jurisdiction and one of Europe's most technical payroll environments. As a member of the European Union and of the European Economic Area, it applies the coordination regulations: the A1 certificate determines which social security legislation covers a mobile employee, and its absence exposes the company during an inspection. Pay is denominated in euro and contractual documents are drawn up in French, an obligation that binds foreign employers as well.
France's defining feature is the déclaration sociale nominative, a single monthly filing generated from payroll that feeds every social security body at once. Payroll quality and reporting quality are no longer separable: a configuration error propagates immediately to pension schemes, supplementary insurers and the tax authority.
The title of payroll manager is unprotected, whereas that of expert-comptable is not. A firm may therefore produce payslips without being on the professional roll, but it may not keep or close its client's accounts.
In France, running payroll on behalf of third parties is reserved by law to no registered profession: any company may take it on. The absence of a legal barrier shifts the checking onto you, and that is why the network itself verifies the registration, the tax and social security standing and the insurance cover of every firm before listing it.
